Yes, something had to be done for the runners up of the three team groups. But by being fair to those teams, Caf was unintentionally unfair to Uganda.

Uganda was the only team to finish with 7 points in the Caf&#039;s formula but still didnt go through. Had Uganda been in a group with 3 teams (Uganda, Benin and Angola), Uganda would have qualified.

In principle Cafs formula was good. But when you have a team that finished 3rd in the group have a chance of qualifying and the team that finished 2nd not having a chance at all, then something is wrong.</description>

Togo and Rwanda both deserved to make it to the final stage.  The problem was essentially that some groups were unbalanced.
